This plan describes the history of white-tailed deer management, current status (supply and demand) of the deer resource and management programs, and the future of the deer management program in Virginia. The state is believed to have an estimated total Black Bear population of around 800 to 1,000 bears and growing with the most bears per square mile in the northwest part of the state. To address this decline, the number of either-sex deer hunting days on western public lands has been reduced significantly over the past decade or more to conservative levels. In suburban areas, recreational deer hunting is not sufficient to keep the population close to the cultural carrying capacity. In valleys with high grass in fields and brush along streams, the does could hide their young fawns more successfully than on ridges with sparse ground vegetation. As of May 1, 2022, 134 CWD-positive deer have been found in 10 counties in Virginia (see Table 1). While West Virginia is known statewide for its incredible hunting seasons, several southern counties stand out for one interesting reason. Setting fires increased the percentage of nut-bearing trees (oak, hickory, and chestnut) that generated food each fall for deer and turkey, and maintaining open patches of grasslands (especially in the Shenandoah Valley) created edge habitat for deer browsing. in Arlington since 2020 but are still common in Virginia. The relative abundance descriptions used above are subjective (e.g., very low/white, low/green, moderate/yellow, moderate to high/orange, and high/red). Deer management in western Virginia has been about the same for the past couple of decades and remains two very different deer management situations. Only two other states lost population: West Virginia and Mississippi (along with Puerto Rico). Because these assumptions are not always true, regulations set over a large area will in some areas be too conservative and in some areas too liberal. Any county within 10 miles of a CWD positive deer is by rule included in a DMA and special regulations applied (e.g., carcass transportation restrictions, mandatory sampling, special seasons, etc.). If HD is not a big player in fall 2022, stable deer herds are expected across most of the Tidewater Region.
